José Gomes Temporão

José Gomes Temporão was born on October 20, 1951, in the parish of Merufe in the village of Monção, in northern Portugal. 

His parents, Sara Gomes, and José Temporão, emigrated to Brazil when he was only one years old, settling in the city of Rio de Janeiro. 

Temporão studied Medicine at the Federal University of Rio de Janeiro (UFRJ), graduating in 1977. He continued to pursue his medical studies at the same institution, specializing in the field of Tropical Diseases. The young physician then went on to complete a Master’s degree in Public Health from the Oswaldo Cruz Foundation’s National School of Public Health (Ensp), as well as a Ph.D. in Social Medicine from the State University of Rio de Janeiro (UERJ). 

He first came into contact with the field of Public Health after deciding to specialize in Infectious and Tropical Diseases, and later on, gained notoriety due to his efforts in the area of sanitation, which led to the creation of Brazil’s Sistema Único de Saude (Unified Health System – SUS). 

Temporão was subsequently designated as the Ministry of Health’s Health Minister, as well as Member of the World Health Organization-led (WHO) Cancer Control Advisory Committee.

The eminent physician and researcher has amassed a number of titles throughout his career, including Full Professor of the Oswaldo Cruz Foundation; President of the National Cancer Institute (INCA) from 2003 to 2005; Secretary for Planning of the National Institute for Medical and Social Security (INAMPS) between 1985 and 1988; Undersecretary for Health of the State of Rio de Janeiro in 1991; and President of the Vital Brazil Institute for the 1992-1995 term. 

In addition, Dr. Temporão served as Chief Planning Advisor to the State of Rio de Janeiro Health Office in 1999; Undersecretary of Health for the Municipality of Rio de Janeiro in 2001; and finally, as President of the Fundação Oswaldo Cruz (Fiocruz) Foundation for Scientific and Technological Development (FIOTEC) from 2002 to 2003. 

Furthermore, he served as Member of the State of Rio de Janeiro Regional Council of Medicine and President of both the Brazilian Center for Health Studies (Cebes) and the Association of Official Laboratories of Brazil (Alfob).

During his tenure at INCA, Dr. Temporão led efforts to put in place an inclusive and shared management model, in addition to introducing the Projeto de Humanização (Humanization Project) and the Hospital Accreditation process in every Brazilian health assistance unit. Other enhancements introduced include the establishment of the Brazilian National Tumor and DNA Bank (BNT-INCA) and the BrasilCord public system of umbilical cord blood banks, as well as the launch of a nationwide Campaign for Donating Bone Marrow, which doubled the number of volunteers in the Brazilian Bone Marrow Donor Registry (REDOME) under one year. 

Moreover, he was responsible for fostering cooperation with other institutions, such as the Oswaldo Cruz Foundation, Brazilian Health Regulatory Agency (Anvisa), Johns Hopkins Bloomberg School of Public Health and the World Health Organization (WHO), among others. 


To top off a brilliant resume, Dr. José Gomes Temporão holds experience in the Brazilian-named field of Collective Health, with a special focus on Health Management and Planning, and mostly working in the areas of the Unified Health System – SUS), health, vaccines, tuberculosis, and medications.
